Senior Program Advisor, Household Livelihood Security
Responsible for developing, guiding, and refining the conceptual and technical direction of CARE's development programming, with particular emphasis on household livelihood security (HLS) and rights-based approaches (RBA). I also provide technical support and training to help staff develop skills and experience in HLS & RBA holistic diagnosis and problem analysis, cross-sector program design, and impact evaluation techniques.

HLSA Team Leader for CARE-El Salvador August 26-31, 1997
Co-Leader of Household Livelihood Security Assessment (HLSA) planning workshop. Conducted a review of Atlanta HLSA planning workshop and conclusions. Developed methodology and research instruments for a food and household livelihood security rapid assessment in El Salvador
Livelihood Security Consultant for CARE-Togo July 6-31, 1997
Assisted CARE-Togo in designing and writing a five-year Development Activity Proposal (DAP) for Title II funding from the United States Agency for International Development (USAID). Provided technical support to CARE-Togo on the design of three proposed interventions to be implemented during FY1998-2002, which included programming in the areas of improved agriculture, micro-credit for women, and reproductive health, and the development of a monetization plan. Not funded.
Food Security Consultant for Save the Children Apri1 13-30, 1997
Conducted a rapid needs assessment in Guatemala's Peace Zone and developed a Concept Paper (20-pages) for Save the Children. The paper assessed the programming needs in the area, the viability of an SCF and Alianza para el Desarrollo Juvenil (a local NGO) partnership, and served as a preliminary Development Activity Proposal (DAP) for Title II funding from the United States Agency for International Development (USAID). Funded: US,000.000.00
Livelihood Security Consultant for CARE-Kenya January 31-March 25, 1997
Assisted CARE-Kenya in designing and writing a five-year Development Activity Proposal (DAP) for Title II funding from the United States Agency for International Development (USAID). Provided technical support to CARE-Kenya on the design of four proposed interventions to be implemented during FY1998-2002, which included programming in the areas of improved agriculture, micro-credit for women, water and sanitation, and HIV/AIDS. Funded: US,885,000.00
Livelihood Security Consultant for CARE-Ethiopia April 7-May 1, 1996
Assisted CARE-Ethiopia's Food Security Unit in designing and writing a five-year Development Activity Proposal (DAP) for Title II funding from the United States Agency for International Development (USAID). Provided technical support to CARE-Ethiopia, compiling and analyzing detailed information and data on five proposed food-aid projects to be implemented during FY1997-2001. Acted as a CARE-Ethiopia representative and negotiator during USAID and CARE-Ethiopia Title II DAP development negotiations. Funded: US,525,764.00
Livelihood Security Consultant for CARE-Angola February 17-March 29, 1996
Assisted CARE-Angola's Food Security Unit in designing and writing a five-year Development Activity Proposal (DAP) for Title II funding from the United States Agency for International Development (USAID). Provided technical support for designing four sectoral-based development projects based on location-specific data gathered during CARE-Angola's Rapid Food Security Appraisal/Needs Assessment. The DAP proposal outlined four food-aid projects to be implemented during FY1997-2001: 1) Farmer-to-Farmer Exchange Project, 2) Rural Infrastructure Enhancement Project through Food-for-Work, 3) Emergency Provisioning Project for chronically food insecure areas and displaced peoples, and 4) Early Warning Information Gathering and Monitoring System Project. Funded: US,828,879.00
Rapid Food Security Appraisal for CARE-Angola February 2-16, 1996
Worked as group team leader on a Rapid Food Security Appraisal of Southwestern Angola. Household interviews were conducted in 18 communities in the departments of Bie and Kuando Kubango, Angola. CARE was the first non-governmental team to be allowed into the previously Unita held territory. Research focused on impact of conflict on livelihoods, impact of conflict on women, and targeting criteria for food-insecure groups for future programming efforts.
Food Security Consultant for CARE-Honduras September 10-November 9, 1995
Assisted CARE-Honduras' Food Security Unit in designing and writing a five-year Development Project Proposal (DPP) for funding from the United States Agency for International Development (USAID). Provided technical support on CARE-Honduras' DPP, compiling and analyzing detailed information and data on three food-aid projects: 1) Community-Based Rural Health Centers, 2) Rural Infrastructure through Food-for-Work, and 3) Community-Based Agroforestry Demonstration Plots. Attended negotiations with USAID as a CARE-Honduras representative. The proposal followed USAID's reengineered Title II guidelines, with particular emphasis placed on designing an evaluation framework that measured results on an ongoing basis. Funded: US,670,347.00
Food Security Consultant for CARE-Honduras August-September, 1994
Conducted research in Tegucigalpa, Honduras and wrote a poverty profile of Honduras. The profile outlined regions of food insecurity and vulnerability in Honduras. The report, published by CARE and USAID, was prepared to assist CARE-Honduras in programming redesign
Rapid Rural Food Security Appraisal September-October,1994
Worked as sub-group team leader on a Rapid Food Security Appraisal of Western Honduras. Household interviews were conducted in 18 communities in the three poorest departments (counties) of Honduras. Data gathered is being used for targeting food-insecure groups for future food aid programming.
Project Evaluation of El Proyecto de Café in Coastal Ecuador July, 1992-July, 1993
Team leader of a project designed to evaluate the effectiveness of a five-year development project conducted by Fundación Agropecuario (FUNDAGRO) and funded by USAID. With a team of 15 enumerators, I organized three interview waves that were carried out over a 12-month period. During each interview wave, 120 farm families were interviewed concerning their participation in the coffee improvement program
Dissertation Research June, 1992-July, 1993
Dissertation research in the coastal province of Manabi, Ecuador investigating the impact of the shift from subsistence cropping to cash cropping (coffee production) on the growth and development trajectory of children below the age of five, as well as the economic consequences at the household level. Second, peasant farm household migration to squatter settlements in Guayaquil and the impact of migration on household livelihood systems were also systematically investigated
Ethnographic Fieldwork in Colonia Emiliano Zapata, Nogales, Mexico October, 1991-April, 1992
Conducted interviews with women members of community self-help action groups who were trying to obtain basic services (running water and electricity) for their neighborhood. The research objective was to investigate the effectiveness of women's community organizing, and to understand how the empowerment of women at the community level did or did not translate into empowerment at the household level.
